Illinois Senate OKs Illegal Immigrant Driver's License Bill
It's unknown how the bill will fare in the Illinois House.
The Illinois Senate on Tuesday approved legislation that could allow undocumented illegal immigrants to have driver's licenses.
State Senators voter overwhelmingly in favor of Senate Bill 957, which would allow immigrants to receive a temporary visitor driver's license (TVDL) upon successful completion of driver's training. The TVDL would then allow undocumented immigrants to obtain auto insurance, but do not provide a means of lawful identification for any other purpose, according to a statement issued by State Sen. Pat McGuire (D-Joliet) on Tuesday.
Forty-one Senators voted in favor of the bill, while 14 voted no and one abstained.
“The more tested and insured drivers there are, the safer our roads will be," McGuire said. "While citizenship is a federal matter, ensuring the safety of our roadways is a state matter. There were a number of safeguards built into the bill as a result of bipartisan compromise.”
Voting yes alongside McGuire were Sens. Christine Radogno (R-Lemont) and Linda Holmes (D-Aurora).
The fate of the bill in Illinois House is still unclear, according to the Chicago Tribune.

Negative, I'm an illegal immigrant 18 years of age .. I Can Read the signs and ill translate them to you in Spanish ... Not only that, I don't think its that Hard to know what the speed limit is on every street.. In Spanish MPH stands for ''millas por hora'', we also use the same numbers. . . Yes, the number 3 in Spanish is still 3. Its easy for you to say ,' heeo naaa dont let these filthy, ugly, smelly Mexicans on our streets'', when you dont know half of the things we have to deal with everyday... when im on the street driving illegally , it bothers me know that i can't be driving , but i must because its the only way I can go to school, work, and other places... Hopefully this is some kind of sting to locate and deport. Otherwise this is a total joke, more wasted state dollars to implement useless laws. @carrie: what exactly are "they" getting for free? Immigrants will have to complete a driver training course (at a cost), obtain auto insurance (most likely at an inflated rate if they've never been insured), pass a test then pay for a temporary license. Compare this against the present situation (unlicensed, uninsured drivers) and I'm wondering how one can still complain, unless it's about more than just drivers licenses.

Even California rejected this same law we passed... I don’t understand how giving illegal aliens the right to drive and an ID helpful is in solving the immigration crisis. It only develops the ideology that breaking the law gets you a reward. Proof yet again that the Republicans lead by Tom Cross are just as worthless as the Democrats running this state into the ground. There is no difference between the parties and the Republicans just committed political suicide by allowing this and actively voting for it. This is a step towards amnesty for all illegal aliens and just promotes more of them to break our laws with no repercussions for their actions. A complete an utter disgrace to the constituents of Illinois, I for one will not be supporting anyone that votes for legislation to circumvent laws in this country. I have plenty of "illegal" people in my family, they drive and they also have insurance to cover them. Undocumented people can get insurance without a US drivers license because they do take test to get a international driver's license. Undocumented people work just as hard and sometimes harder then US citizens and have taxes taken out of there checks just like everyone else. Maybe some of you should do a little research on undocumented people before you make rude comments about them. 80% of undocumented people are here because there parents brought them here when they were babies and they had no choice. This helps people in there situation that are trying to do the right thing and become legal. Most undocumented people are just like you and me and no one would ever know they are not citizens, just because they are illegal does not mean they are bad people. Just imagine if it were the other way around and your parents took you to a foreign country and you were stuck there, you would not want people treating you as if you were a murderer just because of a decision that you had no say in.

No, they shouldn't. Availing yourself of services provided to citizens is a benefit of citizenship. Entering our country by breaking our laws means you will/should not receive the same benefits citizens receive.

Accidents are caused by from a number of different reasons. This includes not taking the proper lessons to learn how to drive; how to anticipate what rain, snow, ice, water, will do to your vehicle traction; what the proper following distance is; what the load limits are for specific vehicles on specific roads; getting enough documented practice time behind the wheel (with a licensed driver) to show you have formalized training, etc. Yes, anyone of any color can have an accident but we're not discussing people having DL's based on their skin color.
And nothing I indicated is meant to be a blanket statement of all people of any color or country of origin. If we start breaking down the walls that separate the benefits of citizenship, where do we stop?

Simple fact: When you disagree with liberals they claim that you are racist, bigots, or ignorant. Maybe we should adopt other countries ideology of immigration. Laws are to obeyed, you could make the same feeble arguments against speeding stating that it doesn’t matter if you go 46 MPH in a 45 zone, but the bottom line is you’re breaking the law. Bottom line if you’re breaking laws that doesn’t entitle you to some kind of special treatment, everyone should be held to the same standard of entering the country legal regardless of race, creed, or background. To answer the question someone had earlier about how exactly do illegals pay taxes, illegals get Social Security cards in the "Black Market" the number might be of someone that has passed or just some random person. This is how they are able to get regular jobs and not have to get paid under the table.
So in a way, some do pay taxes. With the exception that they can not file for taxes. So if you think about it, they would really pay MORE taxes then most because those taxes that they pay do not qualify for any tax credits/earned income tax. While most lower and some middle class get some of those taxes back when they file illegals do not. Not saying they should but making an observation.
One thing also to point out, if you look at the immigration law and ways to obtain entrance to the country legally, the option are pretty slim. Well, unless you are someone we needs with a special skill. In that case you can get a work visa. You could also do it by marriage but its usually frowned upon do to this to get into a country. Student visa, once your done with school they say bye bye to you. You could get a visitors visa but that is also only good for 6 months.
While I agree that they should come here legally, we should at least make it possible for them to do so.

This is why the Federal Government should be the only one legislating on immigration. Each state follow a different approach to deal with the issue and just add the current mess.
Legal immigrants with visas H4, L4 and others are only elegible to these TVDL. Now when you do give TVDLs to illegals, you are pretty much making sure that any right wing radical will harass legal immigrants.
Immigration is badly broken and neither party wants to fix it.

Most illegal people have ITIN numbers that are issued threw IRS and it is issued in there name they have to show original birth certificate from there country and other documents to prove them selves so that they can receive this # for them to be able to work and pay in taxes. Yes some do buy SS# off the black market but they usually can't get away with that for long, but They do have to file taxes every year when they have an ITIN # and they do not get any earned income credit or any other type of tax return. As for driving, yes John you are correct about the type of accidents, but as I stated before they do take a driving exam and road test but they are issued an internal drivers license not a state license so they are still studying and taking the same test we do. I still don't see how some people can be so judgemental about something they have no clue about. Maybe people should do more research before trying to criticize so much. Thank you Riley S. I am a 16 year old Mexican and I am a citizen. It drives me crazy to see how much hate someone just because they're from another race or immigrants. They're not harming anyone. If anything, they'll make this economy better. People get so worked up when they think immigrats take their jobs. They don't! They take the crappy jobs the citizens here don't want. If you got an education and can be a teacher, doctor, officer, etc., then have no worries. It's not like immigrants can take THOSE jobs because they can't have that type of education. If you're all so upset they took that cashier job at McDonald's, you had the chance to get an education no matter your lifestyle but didn't. Take a look at white people, they kill, they rape, they rob, they're criminals too. So does every other race. When immigrants come into this country, they will try as hard as they can to NEVER get involved with the police. Maybe because they're scared, but I learned that Mexicans are more gentle and less discriminatory than any other people I've met. They'll have to pay for EVERYTHING to get their licenses. Nothing will come out of your racist people's pockets! If anything, they'll be insured, drive better, have more conciousness, and less people in jail. I appreciate everyone in favor of this law. Golmmigrants you're here legally if you are a citizen. You will pay into society with your fair share of taxes when you become employed. You will have the benefit of social security and medicare when you hit retirement age. You can go to school and become whatever your heart desires. You can make those dreams come true and have done it all legally.
We're not talking talking about immigrants, we're talking about illegals of all nationalities. If you come into this country you do it LEGALLY! This country has a set of laws that all citizens must follow, break the laws go to jail. We have those laws for a reason. Right now our biggest problem as a country is taxes. Most families are struggling and it's not fair or legal for the ones who are here illegally to benefit off the backs of the ones who pay out the nose. We all have families too and why should I pay for the care of someone who is not a legal citizen. If I went to their country would they have their hand outs for me, I think not!

Walt, you make a few common mistakes in your comment. The large majority of legal immigrants are not citizens. Legal immigrants are typically permanent residents (green card holders) or temporary residents (work visas, student visas).
Legal immigrants not always have social security cards. Only legal immigrants allowed to work have social security cards, the others are not allowed to obtain one (this was a change implemented after 2001).
I understand your point about the importance of doing things legally and agree with you on that. But we have to acknowledge that the politicians of both parties never did their work in this field and instead of keeping the law up to date they opted to cater to radicals and setup caps that are artificially small for legal immigration.

You will see that for example a well educated immigrant from India, sponsored by his employee may have to wait 10 years before getting a greencard. During these 10 years the person lives under a temporary status and in places like Arizona might be confused as an illegal as most local authorities are not able to figure out the difference.
My point is - there is little incentive for an uneducated immigrants to follow a process like it. So they just go on and live underground.
The law needs to be fixed so it meets the reality of the marketplace and enforced from that point forward.

As of for getting in a van to work and jumping out at night getting paid cash, I think you watch to many movies! Do you or anyone else have a favorite mexican restaurant you go to, or maybe work at a factory that builds scaffolding or insulate pipes, or maybe even some kind of construction company that foreigners might work with you? 97% of all of those people are illegal while there busting there butts getting a check every week just like you paying taxes just like you so you call that getting in a van everyday and getting out with cash I don't think so!!!!

My husband is Mexican, he was brought here when he was little went to school here, graduated the top of his class and couldn't go to college because he was illegal. Now he is a temp. resident of the US and goes to work at 9 in the morning and gets off at 11 at night with a 2 hour break 6 days a week. He brings home a check that's not even 100 dollars because of all the taxes he pays so if it wasn't for tips he wouldn't make anything. So you tell me if you would work the same way and please tell me that him or anyone that is in the same position as him should be considered criminals and be deported and have no rights is really a messed up way to think, because when there bringing out your favorite dish at that favorite restaurant or working there butts right along you in those factories there ok then right.

Angela it's not movies but the realities of what is going on with regards to the vans. It happens everyday as I have seen first hand and they are called day workers. You can hang out at any Home Depot in the city and see it for yourself.
Your husband is lucky to have been educated in our school systems while not being a legal citizen and paying taxes for those services. I'm glad to see he did well as we have/had one of the best educations in the world at one time.
I work 3 jobs to keep the roof over my families head so I know all to well what hard work is. I also work with immigrants who are here legally ( green cards) as my employer chooses not to break the law. These companies who break the laws need to be shut down, fined and thrown in jail for doing so.
As far as paying taxes you need to check with the Immigration Policy Center/American Immigration Council to see who really pays taxes to this country. While your husband might be doing the right thing there are many, many more that are not but draining our services for the ones that are.
I really would like to know how you live off of $100.00 plus tips a week. Do you have health care? Do you have children who go to school? Curious as how that works.

I don't necessarily believe that Lee is being a racist. I can see where he is coming from. I can't imagine moving to another country and thinking that they will change the country's signage to accommodate my language. I can't imagine moving to another country and expecting them to build a huge catholic church just because I am Catholic. I can't imagine crossing over into another country illegally and expecting to be blessed with free education, health care, food stamps, etc., all while not contributing financially towards that free stuff. I am sure you will tell us that this country was founded by immigrants. That argument can certainly hold water. However, those immigrants came her legally and abided by the rules of this country. They got physicals before entering. They filled out paper work before entering. They were financially contributing members of this society who were proud of the country they moved to. They learned the Pledge of Allegiance and recited it regularly and appreciated the words! We don't have that today. That is unacceptable and a slap in the face to our founding fathers, veterans and every single true American.

Sam --- his comment about "the minorities" says it all. Nothing like painting everything with a wide brush. Nothing "true American" about much of what has been said here. One can certainly disagree without spewing racist garbage and dividing everyone into "them and us". Or "the minorities", which, doesn't actually have all that much to do with the topic at hand. Minority is generally accepted to mean anything other than white, and has nothing to do with immigration status or English language proficiency.
By the way, there are still immigrants to the US who do it legally. : ) Just as not every undocumented person is Mexican, another point that seems to be ignored in immigration discussions. Again - broad brush and all.

Well Walt, if you are working three jobs at this stage of your life than you are probably doing the same type of low paying unskilled work that the illegals do. Perhaps you should look at yourself first before knocking a whole race of people. Maybe citizenship should be based on being a productive member of society. So many "citizens" are born in welfare and stay there. Does that not cost more than an illegal working a cash job? Take a ride through some of these hill-rod neighborhoods like Mary***st, C*mberl*nd, or May*air. Look at how they keep up their homes and neighborhood then look at the N/E side of Joliet and how the Hispanics have revamped areas that were ruined years before. Take a ride East and see areas where grass never grows because of the foot traffic of gang bangers/drug dealers. Drive during the day and see all the people out. Does everybody work afternoons or midnights? I would rather see the Govt go after the parasites of society than any working person any day.

I.J. I'm working those jobs ( 1 full, 2 part time) after my job was outsourced overseas to India thanks to Bain Capital. I hold a college degree but at 53 it's hard as heck to find the work when most want to hire the young ones. I have massive medical that I will be paying off for the rest of my life and the 2 part time jobs help with that. I also receive no assistance and am doing this on my own.
Before accusing me of knocking a whole race of people you should reread what I wrote. I said illegals and immigrants which includes a broad spectrum of nationalities. Anyone here who is not a citizen or have green card status is an illegal.
Angela I wish you and your family nothing but the best. One would think that your husband would have an easier time since he's married to you but I know first hand how our system works. Those who want to do the right thing are sometimes punished for the ones who break the laws, we pay for the sins of our brothers.
I would love to visit an authentic Mexican restaurant but I know of only Pepe's and I don't think that is one. If you could recommend one I'd appreciate it and so would my girls.

Hey Lee, I am in my country. I am a red blooded American! Thank you so much for your input, but like previously stated until you know what your talking about keep your mouth closed. Walt I understand what your saying, but as far as everyone trying to make them out to be really bad people there not, they are in a messed up situation and its really hard and really expensive for them to become a resident so most of them work for many years to save up the money and still have to have a sponsor to help the and after all the money and processes and years they put in to it most of them get deported back to there country that they don't even know because they were brought here by there parents when they were babies its really sad! I also work and have medical insurance we have 4 children that are A & B students, we own our home and our cars. We don't get help from the government in any way. We struggle at times but its all worth it in the end to do what's right.

Angela my husband it's Mexican as well. I used to feel the same way some of the ignorant people feel but i woke up and the hate disgusted me. there is no reason to hate but most people are to dumb to figure it out. God is the only one that has a right to judge, everyone else well it's the pot calling the kettle black. If the state passes this law it will be more money for the statute vs it going to the counties.

FYI the United States is full of immigrants. Fact is the United States Census Bureau also classifies Hispanic and Latino Americans as a racially diverse ethnicity that composes the largest minority group in the nation..AND WE ARE GROWING!. I am a US citizen who is proud of my illegal parents!! And married to one. And it makes me sick that these "legal citizens" think they are the owners of this country; you are all ignorants. May God touch your hearts and you better hope that your children don't fall in love with an illegal citizen of this great nation.

Aleyda, it is unfathomable that you could be proud of your family members who are breaking the law in this great country. Very simply, they are criminals, who should be arrested.
