Here's what the Tribune had to say in its endorsement of Fitzgerald:

"Fitzgerald harbors no illusions about the tough choices ahead if Illinois is to get Medicaid spending under control. He'd switch to managed care, increase co-pays and revoke eligibility for recipients who don't comply with substance abuse programs. He'd also make state employees contribute more toward their health coverage."
